Try upgrading to SCABN 2.1.3 -- I think I removed the hard-coded language and Paypal should auto detect language.

I still have not heard back from (premium) support. The only way I could fix it was by selecting "Users must re-enter Shipping Address" in the Checkout tab. I'm hoping there is permanent fix than this...
