I'm certain that's not the issue. I've tested it myself several times both live and in Sandbox. If I go to shop, click on an it to purchase and create a new account before proceeding to pay on Paypal, I am returned to the website to download my product when my payment is complete. If instead I login as a retuning user when I want to check out, after I make my payment on Paypal, I am not returned to my site and the purchase remains pending.
