The image URL should be https://www.paypal.com/en_US/i/btn/btn_xpressCheckout.gif. That's what the plugin is loading. Are you saying that you're getting something different?
Both of the URLs you've provided here are showing up with 404 not found, so I'm a little confused about what you're attempting to report.
