I set up the PayPal Identity Token (PIT) using instructions here https://www.paypal-community.com/t5/About-Payments-Archive/Paypal-Identity-Token/td-p/468677 and added the token in the backend. This to bypass the need for the Instant PayPal Notification. Now all is working!
