Yes Express checkout is the only enabled method. I had EC set to be displayed in the regular list of payment gateways because otherwise people will still use the proceed to checkout button on the cart page and when they get to the checkout page they see the following message which prevents them from placing the order "Sorry, it seems that there are no available payment methods for your state. Please contact us if you require assistance or wish to make alternate arrangements." Also, all the address fields are still there so this is confusing to customers.
