I have read through all comments on this and there is no answer to exactly how to problem solve this issue.
I setup a Paypal sand box site as purchaser and buyer. I have followed the instructions and fields in the PF plugin.
IN PP Sandbox the registrations/donations are working, however, the information is not being passed back to the plugin.
Yes: Paypal sandbox redirects back to the site after processing.
Yes: I have tried 'Sandbox off and on in settings.
If I manually add the dummy payments in Personal Fundraiser Campaign -- Add donation, the donation is recorded and appears in the widgets.
Test domain where the PF is running

I am testing this so I can get it running for the Farm Animal Rescue charity.
