Well, there are a couple of things you could do. First is wait. They still could be experiencing an error. When we try downloading our banking information into QuickBooks, one of the banks often farts, but they claim they're having no problems. Come back the next day and it works.
But also check the log, and on top of that, consider setting up a sandbox account with PayPal, so you can do testing without using live billing.
