I talked with Paypal this morning (Australian customer with the call handled by PayPal in Ireland).
Our shipping is $10 flat rate. PayPal said that as the transaction IPN records are now not showing a $10 shipping/handling amount that it's therefore a WPEC issue as we are not sending that charge to them!
As we use flat rate shipping I've used the PayPal shipping settings to add $10 to each order so we're now correctly charging shipping again.
If it turns out to be a PayPal issue then I guess we'll double charge a few customers (which we can refund) until we set the PayPal shipping settings back to 0.
Our WPEC version is 3.8.8.5 so I guess going forward we're going to need to look into either upgrading or maybe move to woocommerce instead which looks interesting. Maybe it's only those of us on older versions of WPEC having the problem?
