Alas, I was optimistic too soon.
The 'add to cart' image links to the download with the option to purchase. When the purchase button is clicked, PayPal is the only payment option. Within Misc settings I selected 'force to checkout' since there's only one item available.
Currently, all PayPal options are deselected.
