Will membership automatically renew each month from my members card details given when joining? Or will my member be asked if they want to renew every month?
After their subscription expires they will be prompted to re-pay, at which point their subscription will be renewed.
P.S i'm in the UK - why is it that paypal does not give the user the option to pay via debit card? - why do they need to purchase my membership only by having a paypal account?
There is a setting in your paypal account that you need to enable to accept credit card payments from people that don't have an account. It should be enabled by default - but it may have been switched off

I have selected every 30 days, the serial option.

Yes it's correct option what it means is the user remains at this level for 30 days and is then renewed at the same level.
